Send To Feature with SP2

I have a client who is very particular. He does not like anything different.
He sends a lot of pictures directly from the folder. He finds the picture,
right clicks and does a Send To Mail Recipient. It would initiate the mail
client, place the picture in the attachment line and a single line of
text.."The Message is ready to be sent...blah..blah" then states the name of
the attachment.

Now, with SP2 installed, in adddition to the text referenced above, it adds
a two line "Note" in which he absolutely hates. When he attaches within the
Outlook client this does not happen.

Outlook Express is not loaded and I have been to "Set Program Access and
Defaults" and removed the check mark to disable the "Visible signs of Outlook
Express". Outlook Express is not currently loaded on the machine

How was Outlook Express uninstalled?
If he clicks Help in the email window what program is listed in About?
