"Send to" does not end the mal via Windows mail

When we right click a file and use "send to" mail recipient, microsoft
outlook gets opened and not the default windows mail.....If we click file on
menu and want to send that file as an attachment again microsoft outlook gets
opened and not the default windows mail
 
Try this:

Click Start, select Default Programs
Click Set program access and computer defaults
Click Custom, and select Windows Mail
Click OK

Then, follow these steps:

Click Set your default programs
Select your mail client from the list
Click Set this program as default
Click OK

You will probably have to follow Ramesh's solution every time Outlook
updates.
