Send To And E-Mail Links Do Not Work Using Outlook Express As Default in IE 6.0sp1

Have tried everything I can find , Including Q306098 and full reinstall of
IE and OE In Windows ME. File , Send, Page by E-Mail and Link by E-Mail will
not start OE.

Is OE listed as the default mail program in Tools | Internet Options |
Programs?
