send receive on outlook

Hello,
Does anyone know a way to decrease the send / receive time interval
to less than 1 minute ?

I use outlook 2003

if not, do you know a better email client ?

Why do you need it to be less than 1 minute?
If you want instant access to new emails, use an Exchange account and
disable Cached Exchange Mode.

No mail client out there will allow you to sync more frequently than once
per minute with an IMAP or POP3 account as you'd be constantly polling the
server then leading to even more issues.

The reason i need this periodic sync is that when my UPS fails, it sends me
a mail
and when the outlook receives it, it launches a program which SMS me.
There is a chance that the UPS won't keep my PC on for a whole 1 min (in the
worst case) , and shut it down before It sends the SMS....

btw, I couldn't setup the UPS program (Winpower) to SMS me directly although
this feature exists)

You have talked about "polling the mail server", so what about "Google Talk"?
When I receive an email in gmail, "Google Talk" notifies my in no more than
5 seconds! And there are many Desktop Gadgets which displays a screenshot of
your inbox and sync it more rapidly, nevertheless they don't have the "rules
and alerts" option like outlook has...

They are "push" based; POP3 is not.
Push email is when the server alerts you of new messages instead of you
checking the server for new messages.

Usually you would send the email message to an external address that does
not rely on your internal network infrastructure as that is what is about to
fail. See if your phone carrier has an email to sms service if you want to
receive it via sms only.
