Send/Receive doesn't work

I recently upgraded from OfficeXP Pro to Office 2003 Pro. Before I upgraded, I created a single backup.pst file of all of my personal folders in Outlook XP which I saved in My Docs. I then completely cleaned out (deleted) all of my folders/contacts/accounts in Outlook XP after backing up. Upon the first time opening Outlook 2003 it must have auto detected my backup.pst file and restored all of my email/contacts and my email account. Fine. But now, here's the problem: I'm receiving new email on our POP3 server (which I can monitor through a web browser), but it's not being delivered down to my Outlook 2003 on my client PC. The same goes if I attempt to send an email. It sits in my Outbox, unsent. I've got my Outlook setup to automatically check for new email every 5 minutes, and even if I manually hit the "Send/Receive" button, it quickly goes through the process of checking for new messages and doesn't get any errors. I've removed the email account and set it back up, even clicking the "Test Account Settings" button with no errors (I can see the Outlook test message sitting in my inbox waiting to be delivered through my web browser). I even set up a new email account AND a new Windows 2000 login to troubleshoot. I logged in under the new user profile name and set up the new test email account in Outlook 2003.....same results. If I set up either email account in Outlook Express, it pulls the messages right into my inbox in OE......Help!!
 
Close outlook and open the control panel, mail applet. Create a new profile.
if you want to restore your backup pst, use file, open, outlook data file
and move or copy the items back to it.
