Send on Behalf of

Does anyone know how to remove the statement 'send on
behalf of' when a user sends an email on behalf of
another.
eg when Fred sends on behalf of Bill the email the
recipient get says from: Fred sent on behalf of Bill. I
just want it to say from: Bill. I am using office 2003 on
XP client (latest SPs)
 
The Exchange administrator would need to grant Fred the Send As permission
on Bill's account.
