Send-on-behalf-of permission

I have Outlook 2003 and I've tried to change my permissions in my boss's email to turn off the "send-on-behalf-of" tag... my boss hates that. I haven't been successful so far... can someone please give me step-by-step instructions? Thanks.
 
Does your boss want you to be able to send using his account? Then talk to your Exchange administrator about getting Send As permission.

Yes, he dictates responses to email while I type... time-savings for him. I'll check with Administrator

On the server with the Exchange System Manager or Exchange Administrator tool.
