"Send Icon" missing on tool bar

Why don't I have a "send icon" on my outlook toolbar to send emails out?

(e-mail address removed)
 
Did you used to have one? Do you have an account configured? Have you checked
that you can view your standard and formatting toolbars?

2. Yes, now I do.
3. Yes, I checked the email on the tool bar.

I set up an "email account" under tools and found under advanced tab the
POP3 to be 110 and the SM?? to be 25. I entered those two numbers where
required, closed out, shut down Outlook, restarted it and get an error
message.
 
Close Outlook. Unhide hidden files and folders. Search for outcmd.dat and
rename it (eg: outcmd.dat_old) and reopen Outlook. Let me know what happens.

Where do I go to find "unhide hidden files and folders?" Do I go to Start,
search for files??? Please be specific. Thanks.

The below message is the error message I was getting (prior to the below
response).


Task 'POP3 - Sending' reported error (0x800CCC0F) : 'The connection to the
server was interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'

The usual causes for this are 1) failure to authenticate to the outgoing
server and 2) integrating your antivirus scanner with mail.
