I need to be able to use HTML to send the information on a form to an Email
address without using PHP. The program used to publish pages on the site
doesn't let us put PHP code in, so is there a way I can use it without that
code? I have already tried it to my Email and it won't go through. It can't
find some page or whatever.

When you create a form, right-click on it, choose form properties and enter
the email address you want it to go to and what fields you want to send.
Your web host needs to support the FrontPage Server Extensions

Thats what I did, but does it have to be on a server before it can work? I'm
only trying it from IE, not from a server yet.

Yes, it must be http published to a server with FP server extensions before
it will work. And, the host must configure the forms to email transport.

I need this to work on a server that doesn't support FP server extensions. It
is a program that will only allow you to use HTML, it won't let you to put
your own files on it. Is there anyway I can do this?

No. The program you are using must allow you to create and process forms.
