My send folder in Outlook 2003 shows that it contains 74 emails according
to the properties tab. I have deleted all email in the send folder but it
stills shows that there are emails in the folder. any ideas what would cause
this problem would be appreciated.

Do you have any filters on this folder that would hide some emails, such as mail from the last 7 days?

If I understand filters, I do have a search folder which allows me to check
: mail sent this week, files with attachments, large files etc. this folder
is helpful in the event an email in my inbox is inadvertently deleted. I can
recover the email. but does these folders count toward my mailbox size as I
often get Alerts like " you have exceeded your mailbox size limit"

Filters work on views. If you right click in your toolbar area and select customize, on the toolbars tab, select the Advanced Toolbar to show. Using that dropdown allows you to customize your views of the mail folder to show only selected views. Change this to all messages and see if your mail shows up.
