"send error report"

I frequently get a failure to open IE. This is
accompanied by a request to send error report to
Microsoft. I never get any response or a fix for this, so
what's the point? Furthermore, if I click for "more
information" to see if there's any way to fix it myself,
the whole thing stops responding, forcing a Ctrl-Alt-Del
and a waste of time.
