send attachments, attachments not attached at receiver

the attachment is shown as attached and can be opened and
viewed on my computer. On the receivers computer there
is no attached file. Can send same attachment to my home
PC and attachment is OK. Why or what "strips" attachment
leaving my machine so receiver does not get the
attachment at their end?
 
some antivirus email scanners can take out attachment
they can be either on the workstation or on the server.
if it is a public isp check with them.

Exe, bat, dll, msi and a few other file types are more
than often not accepted. Try putting it in a zip file
and trying again

In addition to what Steve said, you can also have this problem if you send
Rich Text-formatted messges and the recipient does not have Outlook.
