send as rights

When I give users "send as"rights in the security tab for a user in AD, these rights disappear when replications between dc's was done.
Does anyone know what this problem is?

Ruud-

It would be best to do this on the Exchange tab of the user's properties in
AD Users & Comps as there may be some other things involved with exchange to
actually set this attribute up properly.
