Send an Email with delayed time and date

Is it a client application so you have to have outlook open to send an Email
with delay ? We are running outlook 2002 and Exchange server 2003 sp2.

Before clicking Send, click View>Options (Outlook editor) or the Options
button on the toolbar (Word editor) and check the box marked "Do not deliver
before". Select the date and time. Click Close, then Send.
 
Ok, that I know. But do you have to have the Outlook client open/running to
make it happen or should you be able to close Outlook and then when the time
and date are in the Email are sent anyway ?

Depends. With an Exchange account, Outlook doesn't need to be running,
since it is Exchange that does the delivery. WIth Outlook using only a POP
account, then Outlook will have to be running, since it delivers the
message.
