semi-collapsed menus

When I press
start => programs
I get a menu that has been somewhat collapsed or shortened at thge
bottom. If I click on the button at the bottom the menu expands
completely and correctly.

My question is: is there a way to get the menu to expand completely at
opening instead of having to press the button?

Sounds like you're using the Classic Start Menu and have
enabled Personalized menus.
Try the following:

Right click on the Start button and select Properties from the
menu.
Note: You can also gain access by going to Control Panel and
double clicking the "Taskbar and Start Menu" icon.
This should bring up "Taskbar and Start Menu Properties".
Click on the Start Menu Tab.
Next to "Classic Start Menu", hit the Customize button.
Scroll to the bottom of the "Advanced Start menu options" box.
Remove the check mark from the box next to "Use Personalized
Menus".
Click OK twice.
Hit the Start button and see if the Programs list fully
expands.
