Selective network security? (or why is my internet access so limited?)

I have a small network which connects to the internet through a external DSL
modem connected to a Linksys BEFSR41 4 port router.
Recently I seem to be having trouble with internet activities. I can post to
microsoft.news.com (most times), but I can't post to my IP's newsgroup
servers (although I *can*) download headers & message bodies).
I can also surf the web, and download, but there are some circumstances
under which I can't download.
For instance, I went to the XP windows update site and WU was able to DL &
install several critical updates, but when it came time to DL DirectX 9, I
receive an error message stating:

"Setup could not download the file. Please retry later or check your network
connection."

All my other machines (on the same network, same router, same switch and
same OE account settings) are able to have the file DLed & installed (the DX
file is "dxwebsetup.exe").

Another symptom:
I tried tracing an IP address with Visual Route. It is unable to do so. The
returned analysis is:
"No nodes are responding. Is your internet connection up? If so, a company
or firewall is blocking Visual Route from accessing the internet."

I was running ZA, but haven't run it for a long while. I'm not running XP's
Personal Firewall. I don't remember changing any security or network
settings that would have any effect. Other macnines on this network have no
issues. I tried plugging the CAT 5 cable from this machine into other ports
on the router & network switch. Still no go, so it would seem to be some
problem in this machine, and not with any of the network devices.

I'm really kind of at my wits end with this issue. Any help will be
appreciated.
