Select first Contact when view opens

Using Outlook 2003:

On some computers, the first contact is automatically selected (highlighted)
when the user switches to the contact view.

On other computers, no contact is selected when the user switches to the
contact view.

I've tried changing views, customizing views, etc..

What makes this happen, or not happen?
 
Using the default Home Page ("Outlook Today") display of the root folder is
what makes this happen. Turn it off.
