Seeking freeware to sit in Windows Tray & monitor a web page

Seeking Open Source Freeware to sit in Windows Tray & peridically monitor a
web page (every 1-10 minutes). When that content changes, the Tray icon
should flash. Ideally, the color of the icon should be conditional,
determined by the web page content.
