These are normally .bmp files. You can edit .bmp files to include
text, or in any other way you want, with any graphics editor.
Your choices range from Paint (supplied with Windows) through
PaintShop Pro all the way to Adobe Photoshop, depending on how
much you want to spend and how elaborately you want to edit.
Chances are that if all you want to do is add text, Paint will be
fine.

No, they are colors codes of sorts.
However, sysinternals makes what you want. Free.

So you could add whatever text you wanted, use some of their
built in information gathering ones if you wanted, make your
own.. etc. Enjoy.
