There is no built-in program in Windows for doing this, but most (if not
all) motherboard manufacturers provide programs that will allow you to
see the CPU temperature, how fast the connected fans are spinning, etc.
Visit the Web site of your motherboard manufacturer and you will
probably find such a program.

Can I see the cpu temp. while in windows? How?

Go to download.com and download SiSoft Sandra which is free.
But limited. It will give you the Motherboard temp as well as the CPU
temperature. It does many, many things to numerous to mention. It is a
small program and it is easily uninstallable. I have used it for years
and haven't found anything better. :-)
