I have a user in a user group (all with the same access to the same objects).
That user is able to go into a table in design mode and make changes where
nobody else in the group can. The user name is consistent with her user
name, and nothing else is different. I need to fix her security so she
cannot make changes in the design of an object.
Please help me.

Check the permissions on the user, and also check if that user owns that
table.

Is she able to modify other tables?
