If I import all objects into a database with myself (Not Admin) as owner and
administrator , then took the Admin account and assigned it to the User
group. Now I remove all permissions from the User group. Can anybody now
access my database without the workgroupfile that was created during this
process? ( by using thier standard secure.mdw ) Or are there still holes I
dont know about?

You shouldn't need to do this step. All users are members of the Users
Group. You would remove Admin from the Admins Group, though.

It sounds OK, but if you want to test, rejoin your system.mdw workgroup
using the workgroup administrator. Then try opening your database via
windows explorer. If you can even open it, then you haven't done it
correctly.
Are you following the steps outlined in the security FAQ?
