1. Can a computers' security settings be changed when it
is not on?
2. How can I find out if someone has logged onto my
system. ie: logs or system information?
3. why is it I can get into my hotmail accounts from
anywhere else but not on my own system now?
4. How do I find out if my hotmail password has been
hacked or stolen?
 
No a computer must be running to make changes to its configuration.
Enable auditing for account log on and log on events in Local Security
Policy, and then you can examine event viewer to see who has been accessing
your computer. I am not familiar with Hot Mail, but possibly your browser
settings have been changed. Try deleteing all your temporary internet files
and cookies. Then go into internet options/tools/content/auto complete and
then clear forms and clear passwords to see if it helps. You should also be
using a firewall [excellent free ones are available], an up to date virus
protection with frequent scans, and run somehthing like Spybot Search and
Destroy [free download] on a regular basis to find spyware and other junk
that virus detectors generally are not designed to find/fix. --- Steve

In addition to what Steve said, if you are worried
someone has found out your hotmail password, just change
it to a new one. That way if someone has discovered it,
they won't be able to use it any more.
