Security warnings for downloads dissapeared

Hi;
I'm using clearly installed Win XP SP2 in my computer.While downloading a file I used to see a security
warning at the information bar and then after right clicking the bar was able to download the activex
control.Somehow although my internet security settings are set to default medium I can not get this warning
any more.So I can not install some security shields for online banking without getting this warning.I think
somehow the default internet security settings of XP SP2 is modified amd can not be called back.
The question is that :
How can I recall this security warning again to get the files downloaded with this warning?
What are the default medium internet security settings for XP SP2?

In Internet Options - Security tab, select Internet Zone. You can also do
this for Trusted zone.

"Automatic prompting for file downloads" Enable
"Automatic prompting for ActiveX controls" Enable
