Security-warning when downloading a file

I have a nasty problem here.

A user here tries to download a .swf-file from the internet and save it
to local harddisk.
When finished downloading, windows comes up with a security-warning:

'Windows has detected this file maybe unsafe.
For better protection, access to this file has been blocked.'

(Sorry for the bad English, but I'm translating from Dutch.)

The funny part is, the file is actually downloaded.
The file is temporary stored in the Temporary Internetfiles-directory.
But when clicking the OK-button in the security-warning, the file is
being deleted.

My question is:
How can I disable this message (user not getting this message, but file
just locally being saved)?
And, can I add this into a GPO, so I don't have to go to all machines
here in the office?

You need to ask this in a newsgroup related to whatever version of Windows
you using. This newsgroup is about security in Access, the database
product.
