Security Warning Unknown Publisher

Tried to D/L this from Microsoft website and get eror
message saying "This file was blocked because it does not
have a valid digital signature that verifies its
publisher"
HELP!
 
My gut feeling is that this is a bad download. Some bits are missing, and
they interfere with the digital signature. I'd recommend downloading again.
