Security Tab Problem

I seem to have a problem with Internet Explorer 6 Sp1.
Within the last week, several sites I have tried to
access that require java enabled have popped up a message
saying that I need to enable java and activex applets for
IE. They provide help telling how to do this. Basically
click Tools, then Internet Options and then click the
Security tab to play around with those options. For some
reason when I do this there is no Security tab. So, I
cannot seem to enable activex or java stuff. Anyone have
any idea why this is and what can I do about it.

Open Regedit to the following locations:
If found either delete the entry or change the value.

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
"SecurityTab"=dword:00000001

[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
"SecurityTab"=dword:00000001

Value Data: (0 = disable restriction, 1 = enable restriction)
Note: always Export before editing.

FYI: SpyBot only sets the below two entries and only if the user elects the
options.

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
"HomePage"=dword:00000001

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions]
"NoBrowserOptions"=dword:00000001

under internet options and security, click on the custom
button at the bottom, there is a section that sets the
java settings to low med or hi
