Security Tab Missing

Windows XP Pro SP3 with all critical updates

The security tab no longer shows up when I click on a file and select Properties.

I am logged in as an administrator, I have use simple file sharing unchecked and ForceGuest is set
to 0 in the registry.

What else could be the problem?
