On my computer (joined to a domain, simple file sharing disabled) there is a
directory in the root of drive C:\ which gives access-denied messages when I
try to access it (even using an administrator account). I cannot change the
permission or take ownership because the Security tab in Properties is
missing. For all other directories, this tab appears normally.
I have also tried accessing the Security tab via mmc.exe. Explorer gave an
access-denied error when creating a share. To get around this, I inserted a
flash drive, created a directory with the same name as the broken one, and
created a share. I removed the flash drive, and subst-ed drive C: onto the
letter that the flash disk was using. Then, I opened compmgmt.msc, navigated
to the share, and selected Properties. The Security tab was still missing.
