security settins won't allow me to download file(s)

I have tried everything to allow for downloads. So far I have checked my ie 6
XP2 options, and it is set to allow for downloads, active x, set security
level to medium, disabled my anti-virus and pop-up blocker. Is there
something I am missing? Also, my ie info bar won't appear.
Your advise will be most appreciated!
