I came across a file that was involved in a virus problem. It showed an
security authorization for a "S-15 (with a string of numbers). When I tried
to delete it I got a message "can not delete because it has 'inherited
permission" and that I had to change that first before I could delete it.
Where do I go to get to the master authorization list to see if the S-15 is
still there and to revise the list?

A folder with this name is (only) found in the Recycle Bin. Empty the
Bin and see if this solves the problem.
