Security Settings greyed out

When I try to access the security settings, both custom level and default
level are grey out. I am running Windows XP Professional and hvae installed
SP2, but this problem existed before the SP2 installation.

Any ideas how to "ungrey"?
 
This does not help. I want to change the security settings, but cannot access
them due to greyed out settings.
 
That is the one setting which decides the setting for the Custom Level,
Default Level buttons: If possible, export both these locations and also
send a screenshot so that I understand better.

I don't want to remove the security tab. I want to have access to the
custom
settings option.

that's not the problem.
