There are three types of security settings available for Microsoft Access:
user-level security, shared-level security, and the Windows operating system
security. This sounds like your Windows security permissions need to be
reset after compacting and repairing the database, because the new database
file is inheriting permissions different from those the original database
file had. Both the operating system and the version of Access affect the
behavior of permission settings after database compaction. When you upgrade
the operating system or Microsoft Office, whatever behavior you are seeing
now and attempt to fix will change and will need to be readdressed.

All users of the database should have "Full Control" security permissions on
the directory where the database file is located. Do the users not have
"Full Control" after compaction?
