Security setting

I need to change something in my Security Settings under Tools but that
selection (Security) is greyed out.

What do I do to enable the Security selection?

Why is the Security Option on the Tools menu unavailable?
This problem occurs if any of the following conditions is true:
You have a disk-based web open (c:\Inetpub\wwwroot\yourweb)
-or-
Your web is hosted on a computer that is running Microsoft Windows 95 or
Microsoft Windows 98 and running Microsoft Personal Web Server version 4
-or-
The content root of the Internet Information Server (IIS) is on a FAT file
system
-or-
FrontPage permissions on the server have been disabled by your host - you
must contact them to do this for you.
