security policy

My company would like a window to open after a user logs on. This window would contain our computer usage policy the user would have to ok this policy before being allowed to see their desktop. Does anyone know if this is possible? and if it is how we would go about do it?
 
How about if they see the Policy page before they log on. This ability is
easy in Win2K. In your Default Domain Policy under Security Options add your
policy text to the Entry "Message text for users attempting to log on". You
can change the Title for the box too with the next enrty.
