Can somebody tell me how I can restrict the access of certain users to
specific programs (e.g. Photoshop) on a system running Windows Professional?

use ntsf file perms.
by default, the everyone group is all over the main drive , ( C:\program
files, C:\winnt C:\winnt\system32)
this is not good for a lot of folks running windows 2000.
you will have to make a user group, then add this group to the adobe NTFS
perms.
only add the user's you want to be able to access adobe.
 
A more complex way might be to set up a Group Policy for the set of users
who you do not want to be able to execute a program.
