my partner uses windows 2000 and found a number of users
on his computer. He encryp. a program and tried to
eliminate all of the users along with placing a new
password so noone could get onto his computer.

Now he tells me he is having a hard time getting on line
and the whole thing seems to be out of sort.

A friend built his computer so it does not have a restore.

What troubleshooting steps should he try?

After all that, I would suggest he do a clean reinstall of the
operating system after backing up any important files and configuration
info - particularly tcp/ip information and his mail and news server
