Security levels in Outlook

I have a strange problem with one of my customers. We set up not too long ago
the CA for their company. The Windows 2000 network was setup in 2001 and al
servers updated recently to Windows 2003. Now if I try to set security on
Outlook 2003 it will immediately default back to "High" no matter how I do
it. I checked and set to "Not Configured" all the GPOs concerning macro
security level. No luck still stuck to High. My point is not to lower
security but rather see if I can try to make a macro run for a user. All
macros are disabled and right now I have no clue how to enable this one. The
macro was signed by a certificate from our own CA.
