Security Issue with W2k and Word

Hi,
I am doing work at a public library for them and I locked
down the C drive so that nothing can be saved to it. When
a user tries to save a word document to the Floppy, it is
denied. The users have access to the Floppy so thats not
the problem. Is there a temp file that needs to write to
the C drive or is it another issue? I would appreciate
any help.
