security flag turned off

i keep getting a pop up in the center of my monitor every ten seconds or so
saying "attention...security flag off ".1 ...what is a security flag...2
....how did i manage to turn it off in the first place...and most importantly
of all 3... how the bloody hell do i get it turned back on.
