Security Error

I have a database that is password protected. I have one user that tried to
open the database and they received an error that says "Could not use 'Admin'
; file already in use."
She is not even prompted for her login and password. I had that user try at
another computer where that user is able to access the database. When she
did that, she still received the same error.
Any suggestions on how to fix this?
 
I had the user look under Tools-Options-Advanced and Shared was selected.
Any other ideas?
