Security , different locale changed?,

.. First thnx. I seen that someone using my pc over a month long
vacationchanged the locale Russia and was somehow using another IP address
etc, as well as MSusers.com . and another UPnP appeared? as well as all these
Managed network Passwords (Passport) in user accounts, and used my PC
remotely at time s, . anyway He's gone Now i changed my locale , my IP is
right , the questions are. Is firewall going to keep someone out ? How can i
make sure someone isnt getting in my PC remotely? , are work groups like
msusers.com a way to get in my pc? are these passports accounts in my user
accounts a way to get in ?simply how would I know? windows defender is
installed and I run it every day i have Iolo' system mecahnic, but somehow
quick has appeared listed in my control panel last night , I already have it
in Program files.and I cant delete something in Control panel.

Disconnect your computer from the network immediately & don't reconnect it
until it's known to be clean.

I suggest you install a good hardware firewall appliance between your
computer/network & the internet modem/router you use....this should block
*all* traffic from the internet to your computer/network. Don't rely only on
Windows software firewall apps to protect you.

It's hard to say what happened to your computer & what's on it now, and you
may be able to clean it ....but honestly, the safest course of action is to
flatten & reinstall it from scratch (make sure you do regular backups of
your data files) - patch it with *all* critical updates, and keep it that
way. Once you know that your computer has been compromised it's very
difficult to be able to trust its configuration.
