i open my security center in the control panle and it says that the security
center is not avabile because the service has not yet started or was stopped
what do i do? write back if you now what to do thank you.

1. Go to Start > Run and type: SERVICES.MSC , and hit enter.
2. Scroll down to SECURITY CENTER.
3. Right-click on this service and select Properites.
4. Set the Startup type to Automatic.
5. Afterward, Start the service.

But, that soltion is working only when the computer is on. Once restarted,
the computer again goes to the same security status appeared previously. My
computer is having XP SP3 and Norton Antivirus. Could any body help in this
regard?

Norton Antivirus has its own firewall component and replacement for the
Windows Security Center. When you installed NAV, you chose this option.
This is why the Windows Security Center service doesn't run. The Security
Center is simply an alerting mechanism and provides no other security
features so if you wish to continue using NAV (not a recommended product,
BTW*), then things are working as designed.

*Better antivirus solutions: NOD32, Kaspersky, or Avast if you need a free
one. The Windows Firewall is adequate for most people.
