Security Center Grayed Out Areas

I am able to make exceptions on my Windows Security Center but something has
grayed out areas on the firewall that prevent me from disabling the security
center. I can't get any connection to an FTP site period. I have tried
several things to try and enable the FTP. I am running Outpost Frewall Pro
but when I disable that I am still unable to get to an FTP site. The FTP site
is up and running according to the site tech help. I would like to know why
the disable Windows Firewall choice is grayed out. I don't have any programs
that would make it grayed out. Can someone help ,e pelawse? THis is a newer
computer that was bought about June of last year. Thank you for any help you

Try this credit to MVP Ramesh:
rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

Restart Windows, and then run this command (from Command Prompt):

NETSH FIREWALL RESET

Be sure your computer is clean from Malwares and Viruses by scaning for them.
