Security Center access

Running WinXP SP2 on 2 computers. The problem is only on one.

When I try to open the Security Center, it says the Security Center service
has been closed or did not start. It says to restart computer or start the
Security Center service. I have rebooted the computer multiple times with no
success. I know of no other way to start the service.

On the good computer, I can see the Security Center service listed and
running in msconfig / Services. But it is not there on the bad computer.

Do I need to un-install and re-install SP2 ?

Yes, an un-install and re-install of SP2 is what I would have
done in this case.
 
I tried uninstalling Service Pack 2 from my control panel.

I got an error message " ERROR The handle is invalid" .
I clicked ok on that message and got another error message "ERROR The was
not uninstalled"

There were no error #'s associated with these 2 messages.

So, I can't uninstall SP2. Can the update be reinstalled over the existing
update, like a repair operation?

I originally used Windows Update to download and install SP2.
