security at an OU level

Is there a way to configure security at an OU level
I have three sites in the same domain , and I would like
my staff to only be able to create user's at there own
sites. Is this possible
 
Yes it's possible, enable advanced view in the MMC and you'll see the
Security tab. In there you can make the appropriate changes.
