Security and groups disappears after 60 mins on objects.

Hi there,
I have an issue with security and groups disappearing from objects after 60
mins.
I have 2 DC's in a single site.
Replication is fine. I am trying to add the 'send as' permission
I have checked the group membership of this user as I know the PDC does an
ACL check every hour.
The user I am using to test the problem is only a member of Domain Users.

If I delete the user,and recreate it, it works fine, but this is not a
solution I want to entertain.

I have compared the security and groups between a newly created user and one
that has the problem. The groups that seem to be missing are:

Account Operators
Cert Publishers
RAS & IAS Servers
SELF

I have tried adding these permissions to the affected account and removed
inheritence they still disappear after 60 mins.

Anyone got any ideas I don't want to have to delete and re-create 400 users
