I am trying to secure my server for remote access. I would like to disable
the start menu options, especially the ability to shut down the server or
access the control panel and programs icon. I want them to only be able to
use the shortcuts I put on their desktops.

this step by step how to setup TS group policy may help, http://www.howtonetworking.com/server/tsgrouppolicy1.htm

Don't send e-mail or reply to me except you need consulting services. Posting on MS newsgroup will benefit all readers and you may get more help.

In addition to Bob's reply, note that TS-specific questions are best posted
to microsoft.public.windows.terminal_services.

And you might also want to check out WTSPortal at www.terminal-services.net
