secure website - problem accessing same

I have experienced a problem in not being able to access a secure site. My settings are correct for accessing a secure site and my internet explorer ver 6 is set for 128 bits. Still I cannot access a secure sit. Any suggestions in fixing my problem. Thank you.
 
Thanks, Chris. I just get the screen that you get when you can't get the website to respond. I do internet banking and now I can't access any of my banking sites. I'm quite frustrated over the whole perdicament. I may be having some problems with Windows XP I fear.

Did you recently install software or change network settings

When you connect to a secure web site "https:// ...", your browser is connecting to the server's TCP/IP port 443. It's possible that your browser connection attempt to the bank's server TCP/IP port 443 is being blocked

Other possiblities are your DNS server cannot resolve the IP address so your bowser can connect to the bank or alot of Internet traffic is blocking your connection attempts with the bank.
