Secure web site troubles....Cannot find server...but then its there!!

Hello,
I am hoping some kind wizard out here can help me with a strange problem.

First off I have a,
Gateway Essential 450
PIII 450
320 M ram
Windows 98 SE & IE6 - both up to date through Windows update site.
Dialup ISP provider
Norton 2003 Sytemworks is installed and I am using the AtiVirus as
well as their monitoring software.
(I am not using any other options from this software. I was using
this when everything was running well)

The problem is, when I access a secure sites login page, IE6 chugs along and
finally after about 3 minutes
gives me the message 'this page cannot be displayed' etc..... please
try the following...blah blah..with one
of the options being 'Detect Network Settings' and the final option being
'click the back button to try another link'.
(I am making the ASSumption people are familiar with this page!!).

When I push the 'Detect Network Settings' OR 'back' button the login page
appears and everything will be
fine for the rest of that (dialup)session. That is to say I can logout of
the site, surf around to other sites and
when I return to log back into the secure site again is goes smoothly. It
also seems of late that IE6 justs
gets 'borded' and slows down in general.

I am not connected to any network. My network settings verify this.
I have run Spybot, Ad-aware, Norton antivirus and Hijack this. Items were
found and corrected.
I deleted ALL cookies and temporary internet files using Windows Explorer.
I have used many different security/privacy settings as well as custom
settings that were found at sites concerning
IE6 problems. Nothing has helped.

I SURRENDER........Darn it anyway, it stinks to be beat by this crap!!!!!

Any help would be greatly appreciated, not to mention an opportunity to
learn something new.

You *must* seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. When all else fails, HijackThis
(http://www.merijn.org/files/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
your files to http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.
